What was our brief?
CARE is a well-established and trusted real estate agency operating across the South East of England. Their portfolio includes a range of private tenancies, alongside services delivered on behalf of local authorities to provide emergency accommodation for higher-risk tenants.
As part of their local authority agreements, these premises require regular monitoring, structured welfare checks, and robust oversight to ensure standards of living and tenant behaviour do not adversely impact other occupants, neighbouring properties, or the wider community.
RSG was engaged to deliver this support through an SIA-licensed Residential Safety Officer (RSO) team, operating with clinical oversight from the RSG healthcare function to strengthen safeguarding measures and promote resident welfare.

What is our approach?
In support of strong governance and regulatory compliance, RSG deploys experienced, SIA-licensed operatives with a proven background in residential safety. Operating within occupied accommodation requires a balanced approach; while safety and compliance are paramount, these environments are first and foremost people’s homes.
Our teams are therefore briefed to uphold the client’s expectations and regulatory requirements, while maintaining respect for tenants’ privacy, dignity, and personal space, in the same way we would expect within our own homes.
To support transparency and reassurance, we operate an overt, high-visibility model, with clearly identifiable uniforms, formal identification badges, and evidential-grade body-worn video cameras (BWVC), ensuring occupants can easily recognise and engage with RSG personnel.
Our teams conduct regular patrols and carry out visits at varying times to ensure tenants remain compliant with house rules, probation requirements, and individual rehabilitation goals. Alongside this, officers provide a consistent and approachable presence, offering a listening ear, gathering relevant intelligence, and identifying any emerging safeguarding concerns.
Information gathered during these visits is reviewed routinely by the RSG clinical team, who assess welfare needs and, where appropriate, engage directly with tenants and external support services to ensure concerns are addressed promptly and that no individual is overlooked in accessing the support they require.
Finally, all interactions are recorded within our custom reporting platform, with GDPR-compliant reports provided to the client to ensure clear oversight and ongoing visibility.
